* Project director for a network to connect the 1’400 private general practitioners in town to laboratories, pharmacies, hospitals and clinics to promote the use of electronic patient records. The project calls for smart cards for healthcare professionals and patients and corresponding PKI, as well as a highly resilient data centres, backbone and widely distributed data storage. Technical report and construction budget in excess of CHF 30’000’000 have been submitted to officials, closing up the detailed study phase.

IT Manager of the Swiss National Exposition Expo.02 May 2001 – November 2002
* Creating a whole IT organisation of 40 people from scratch, deploying 1’100 workstations in 6 months and a TCP/IP network covering the 3-lake region with 2'000 nodes. Yet saving CHF 1’035'000 in expenditures without functionality losses. Halved Cash Burn Rate in one year yet servicing three times more users.
* Creating a Dual-Data-Centre architecture with automatic data replication. Critical functions tested to recover within 2 hours.

Network & Systems Architecture April 2000 – April 2001
* Helping a Wireless Local Loop new operator to launch Voice and Data services using Broadband connectivity in Switzerland.
* Designing a new national Frame-Relay network to connect 12 newly acquired plants in France, on behalf of a large industrial American conglomerate (Immediate return in less than 2 months: saved $200’000 of operating costs).

GENEVA UNIVERSITY HOSPITALS, GENEVA 1996 - 2000
Operating budget: CHF 1’006 million.
Chief Information Officer
100 subordinates, operating budget : CHF 20 million, investment budget : CHF 5 million.
In charge of 24 hours by 7 days Hospital Information System (out- and inpatient management, laboratory requests, human resources management of over 7’700 employees, billing and accounting) and in charge of IT strategic planning.
* Merged two IT divisions, reorganised 11 functional lines by re-writing complete job descriptions and selecting appropriate managers. Re-motivated a workforce of civil servants averaging 49 years. Instated life cycle management methods, processes and tools.
* Reorganised micro-computers maintenance processes for better efficiency, saving up to CHF 188'000.- per year. Total operating savings in 1998 were CHF 500'000.-.
* Reorganised workstations deployment process for a fivefold increase in efficiency, going from 16 installations per week to 80.
* Established a high bandwidth (ATM) link with Lausanne in the Lake of Geneva.
* Rebuilt obsolete networks of over 10'000 connection points and a throughput of over 40 terabytes per day, into entirely switched networks.
* Created bi-modal data architecture with transactional databases on one hand and decisional ones on the other, preparing data warehouses and systems redundancy by consolidating disk storage systems.
* Planned, designed and executed successfully Y2K plan.

Polyvalent technical consultant in charge of all aspects relating to the Internet.
* Built a classified Ads Server on the Internet and delivered in 6 weeks thanks to a correct choice of tools (Windows NT, SQL Server), satisfying customer's requirement for a quick launch of an electronic newspaper.
* Rewrote contract to lift restrictions contrary to company's interests, citing similar cases, and won extension of coverage to the entire group as well as a discount of CHF 71'000.- on CHF 96'000.-.
* Developed conceptual plan for hosting Advertising on Internet, aimed at economies of scale by centralisation thus enabling new services to be offered to publishers.
* Supervised all technical, legal and contractual aspects of brand name registering on the Internet.

Head of Systems Department 1994 - 1995
In charge of a Department of 15 technical specialists and a budget of CHF 2.5 million. Duties included budget preparation and follow-up, work organisation, productivity evaluation, as well as liaison with the Swiss Institute of Technology and the University of Lausanne.
* Reorganised the Department by instituting MBO and a productivity measure (time-to-delivery) leading to increase in services offered (e-mail, software distribution) without hiring new personnel.
* Simplified software distribution by analysis of users' needs, devised and implemented benchmarking, with purchase price covered by cost savings over first nine months.
* Systematised SNA to TCP/IP network migration using Cisco multiprotocol routers, reducing maintenance fees and paying for the new equipment out of savings in less than 2.5 years.
* Managed development of an EDI interface, using real-time data conversion engines, in co-operation with the Swiss Institute of Technology.

Specialising in newspaper representation in Switzerland and 33 other countries.
Turn-over: CHF 2 billion.

* Selected a computer-aided sales tool by compiling users' needs and evaluating operational costs in order to launch new ads services in 18 countries.
* Built a teller machine for classified ads by adapting ATM concept, planning for company's future automatic sales network.
* Headed study of merge of company's telecommunications network with that of Swissair, monitored operating costs to analyse synergy effects and advised group's Board of Directors on the optimal decision.

Engineering consultants specialising in development of administrative software and telecommunications. Turn-over: 1.8 million.

In charge of administration, finance, acquisition of and relationship with customers.
* Developed and managed network analysers marketing in French-speaking Switzerland, thanks to targeted seminars, selling CHF 700'000.- worth of equipment in less than 18 months.
* Negotiated and won contract to develop a complete suite of accounting software for PCs, using a similar solution developed under Unix, achieving turn-over of CHF 2 million.
* Audited large networks in industrial settings.

Specialising in development of challenging applications (one employee).
* Created a molecular design system on graphic workstations for new medicine research on behalf of a major pharmaceutical company in Basel.
* Organised salvation of Wang customers in Geneva, let down by their distributor. Took all projects to completion in 18 months.
* Designed and realised all system interfaces to an MRP based on Texas Instruments computers, including real-time devices. System was sold over 20 times.
